Notice on Adjustment of the Application Requirements of the Electronic Health Declaration Forms for China-bound Passengers

I. Due to the severity of the Covid-19 pandemic globally and the high risks of cross infection during international travel, it’s highly recommended that you do not travel unless necessary. Based on the pandemic control measures of the Chinese government, the application requirements of the Electronic Health Declaration Forms are adjusted as follows by the Chinese Embassy and Consulates in India.

II. Passengers from India to China transiting via a third country or area shall take one nucleic acid test and one IgM anti-body test of Covid-19 in the labs authorized by the Indian Council of Medical Research (hereinafter referred to as ICMR) within 48 hours before boarding their flight to the transit country, and then take both tests again in the transit country within 48 hours before boarding the plane to China. Passengers shall apply to the Chinese Embassy/Consulates in BOTH countries for green health codes with the "HS" mark or certified Health Declaration Forms with certificates of negative results of both tests by logging on the website of http://hrhk.cs.mfa.gov.cn/H5/ via computer or smart phone. For example, the travel route of India- Frankfurt, Germany - China meets the requirement of application for the Electronic Health Declaration Forms.

All passengers from India shall upload the scanned copies of their negative nucleic acid and IgM anti-body tests results done in the ICMR-authorized labs of India along with their passport information page, visa page as well as the flight booking itinerary for application of the first green health code with the "HS" mark or certified Health Declaration Form from the Chinese Embassy/Consulates in India, and upload the certificates of negative results of both tests done in the authorized labs in Frankfurt International Airport as well as all the above-mentioned application documents for application of the second green health code or certified Health Declaration Form from the Chinese Embassy/Consulates in Germany.

III. The travel route of more than one transit country or area does not meet the requirement of application for the Electronic Health Declaration Forms under the newly-promulgated pandemic control measures of the Chinese government. For example, application of passengers taking the India - Frankfurt, Germany - Paris, France - China flight route will be rejected.

IV. Important Reminders

(i) Please read the above requirements carefully and follow them accordingly. Failure to obtain a certified Health Declaration Form with negative nucleic acid and IgM anti-body test results means you do not qualify for boarding the flight to China and will have to change your itinerary. Please be noted that application shall be uploaded at least 12 hours in advance of the boarding time for verification.

(ii) All passengers shall abide by related laws and regulations and provide genuine, accurate, complete and effective information and double-test reports during application. Those who provide fake information and certificates shall be held responsible for legal liabilities accordingly and bear the financial loss incurred.

(iii) If you must go to China via connecting flights, please check the transit country’s entry regulations and its nucleic acid and IgM anti-body tests requirements beforehand. Failure to enter the transit country or meet the requirements regarding the tests, the certified Health Declaration Form could result in the passenger being stranded and heightening infection risks.

(iv) Due to the highly infectious COVID-19 variants discovered in some countries, passengers are kindly advised to stay alert and observe all necessary measures with respect to COVID-19 prevention and control before and after taking the tests, till their arrival in China, including during their time of the whole trip in order to reduce the infection risks to the greatest extent possible.

IV. This Notice will take effect as of 0:00 IST as of February 25, 2021.
