Notice on Application of Green Health Code for China-bound Foreign Passengers

In accordance with the latest COVID-19 prevention and control requirements of the Chinese government, China-bound foreign passengers from India should take the following steps in order to apply for Green Health Code with the “HS/HDC” mark issued by the Chinese Embassy or Consulates-General in India:


I. Take the following tests before boarding in the labs authorized by the Indian Council of Medical Research (hereinafter referred to as ICMR, website: https://www.icmr.gov.in/):

  1. Take the first nucleic acid (RT-PCR) test of COVID-19 within 48 hours before boarding.

  2. Take the second nucleic acid (RT-PCR) test of COVID-19 within 12 hours before boarding. The two nucleic acid tests shall be taken in two different labs with an interval of more than 24 hours. If the conditions do not permit, take the last nucleic acid (RT-PCR) test of COVID-19 within 24 hours before boardinginstead and take one Rapid antigen test(RAT) of COVID-19 within 12 hours before boarding. Considering that the Rapid antigen test (RAT) is close to the boarding time, the Rapid antigen test (RAT) report is not required to upload for the application of Green Health Code. An signed “Letter of Commitment regarding the Rapid Antigen Test” (see the Attachment) shall be uploaded together with other necessary documents for the application of Green Health Code. The Rapid antigen test(RAT) report and the Green Health Code will be checked by the airline staff while boarding. If the flight take-off time is in the morning, the Rapid antigen test (RAT) can be done in the afternoon of the day before departure.


II. China-bound foreign passengers with history of COVID-19 infectionshould contact the Chinese Embassy or Consulates-General in India for Recovery Verification before booking their air tickets. Those who were diagnosed with COVID-19 or tested positive for nucleic acid (RT-PCR), are considered as having history of COVID-19 infection. They are requested to send the positive nucleic acid (RT-PCR) test report when diagnosed with COVID-19 as well as two negative nucleic acid (RT-PCR) test reports with an interval of more than 24 hours to the Chinese Embassy or Consulates-General in India by email (Email address see the details below). If confirmed by the Chinese Embassy or Consulates-General in India, the latest date of the negative nucleic acid (RT-PCR) test report shall be considered as the date of verified recovery. Three months after the date of verified recovery, the passengers can make travel arrangements and take the tests before boarding mentioned in paragraph I.


III. Passengers who have had unprotected contact with the confirmed, suspected or asymptomatic cases are considered as close contacts. Close contacts or passengers showing suspected symptoms are requested to undergo self-quarantine for at least 14 days. The passengers concerned should monitor health conditions and take nucleic acid (RT-PCR) tests on the 1st, 4th, and 7th day of self-quarantine. After 14 days’ self-quarantine, with all the negative nucleic acid (RT-PCR) test reports and good health condition, the passengers can make travel arrangements and take the tests before boarding mentioned in paragraph I.


IV. Book the nucleic acid (RT-PCR) tests as well as Rapid antigen test (RAT) of COVID-19 in the authorized labs of the transiting country for the second Green Health Code according to the requirements of the Chinese Embassy or Consulates-General in the transiting country. Please refer to their websites or consult with them in advance regarding whether the transiting route is approved, the testing requirements as well as local regulations on entry, quarantine and epidemic prevention. Please make sure that either there should be testing facilities in the transiting airport, or the passengers can enter into the transiting country to take the required tests, otherwise transiting through the third country to China will not be approved.


V. Apply to the Chinese Embassy or Consulates-General in India for Green Health Code with the “HS/HDC” mark by logging on the website of http://hrhk.cs.mfa.gov.cn/H5/ via computer or smart phone at least 6 hours before boarding, report your information and health condition as well as upload the following scanned documents :

  1. Two negative nucleic acid (RT-PCR) test reports of COVID-19 mentioned in paragraph I.

  2. Passport information page.

  3. Chinese Visa issued after 26 March,2020 or Chinese Resident Permit for work, personal matters, resident journalist and family reunion .

  4. Flight tickets or booking itinerary of the whole trip.

  5. Nucleic acid (RT-PCR) test and Rapid antigen test (RAT) of COVID-19 reservation in the authorized labs of the transiting country.

  6. The signed “Letter of Commitment regarding the Rapid Antigen Test”, if the last nucleic acid (RT-PCR) test of COVID-19 is taken within 24 hours before boarding.

  7. Certificates of Vaccination of Chinese-made vaccines or vaccines approved for use by WHO, if having been already vaccinated.

  8. Close contacts or passengers showing suspected symptoms should also upload nucleic acid (RT-PCR) test reports on the 1st, 4th, and 7th dayof self-quarantine.


VI. Notes:

  1. The Chinese Embassy and Consulates-General in India will not issue Green Health Code to passengers transiting through India from a third country to China.

  2. Foreign passengers are recommended to take self-health monitoring before travel and are also required to take all the necessary epidemic preventive measures immediately after taking the tests, during the time of travel, till arrival in China, as well as observe all the local regulations with respect to COVID-19 prevention and control upon arrival in China.

  3. This notice shall take effect on the date of release. If there is any inconsistency between the present notice and the previously released ones, the latest version shall prevail. The Chinese Embassy in India reserves the right of explanation. The above-mentioned measures will be updated in the future with the development of the epidemic situation and the imported cases.

  6. Passengers who reside in Bihar, Jharkhand, Odisha, Chattisgarh, or West Bengal should apply to the Chinese Consulate-General in Kolkata for the Green Health Code.
