Q: Recently, the Fourth Session of the 13th National People's Congress (NPC) adopted a decision on improving the electoral system of the Hong Kong Special Administrative Region (HKSAR). What' s your comment on this?

A: The Fourth Session of the 13th National People's Congress has voted to adopt the Decision of the National People's Congress on Improving the Electoral System of the Hong Kong Special Administrative Region. This is a major step to uphold and improve the system and institutions of One Country, Two Systems and safeguard enduring stability and security in Hong Kong. It is completely constitutional, lawful and justified, and will provide a stronger systemic guarantee for the full implementation of "patriots administering Hong Kong".

Hong Kong is part of China, and its electoral system is part of China's local electoral systems. It is solely China's internal affair as to how to design, develop and improve the system. As the highest body of state power, the National People's Congress made the decision on improving Hong Kong SAR's electoral system, a power and responsibility enshrined in the Constitution and the Basic Law. It will better uphold the overall and fundamental interests of the Hong Kong society, contribute to the constant progress of Hong Kong's democratic system and the steady practice of One Country, Two Systems. It embodies the will of all Chinese including Hong Kong compatriots.

No one has cared more about Hong Kong's democracy and continued prosperity and stability than the Central Government of China. It serves China's interests and the international community's common interests that One Country, Two Systems keeps being implemented successfully in Hong Kong and that Hong Kong maintains long-term prosperity and stability. China has unswerving resolve and confidence in implementing One Country, Two Systems, and steadfast determination and will to oppose foreign interference in China's internal affairs. We remain convinced that Hong Kong's future will only become brighter.
